A) Year, we think, was 1998, during the Clinton years....
B) A little history, please..."The Football" is the official briefcase that is carried by a military officer NEAR our U.S. President at ALL times. Inside, is the "Biscuit" that contains all of THE C-O-D-E-S for our country's immediate handling and response to ANY military action! If we're attacked for any reason? Got that?
C) A top military official wanted to check "The Biscuit" and asked the White House for its location. The contact person in the White House said that it was unstairs and that it would be retrieved and shown...after months, it still was not "found."
D) "We...lost it!" was the rationalization, later. That time frame was right after the "Monica" affair story. Remember that?
E) Clinton was our President during that time.....
